Once Sound Could Be Measured, It Had an Owner

A pitch pipe, a bronze bell, a three-minute disc, a decibel reading. Each time, the measurable part got taken over — and the rest dropped out of the conversation.

In imperial China, pitch was not a musical question but a metrological one. The Han shu treatise on pitch-pipes and the calendar records the huangzhong pipe as nine cun long and holding 1,200 millet grains — a pitch standard that doubled as the standard of length and volume, the doctrine of "one pitch system, one system of weights and measures." Liu Xin cast official measures on this basis under Wang Mang; the resulting bronze jar survives in Taipei. Hence every dynastic change began by "rectifying the pitch pipes": get the pitch wrong and the foot-rule is wrong too.

The trouble lay in how pitches were generated. The san-fen sun-yi method (successive perfect fifths) does not close after twelve steps; it overshoots by about 23.5 cents — what Europe calls the Pythagorean comma. The standard remedy was to add more pitches: Jing Fang's sixty, Qian Yuezhi's three hundred and sixty. Push the error downstream, never confront it.

Zhu Zaiyu (1536–1611), son of the Prince of Zheng, spent nineteen years living alone in an earthen hut outside the palace gate after his father was stripped of rank, reading and calculating. His New Account of the Science of the Pitch-Pipes (1584) gave the "new density ratio": pipe lengths in a geometric series with a common ratio of the twelfth root of two. Working an eighty-one-column abacus through repeated square and cube roots, he reached 1.059463094359295264561825 — twenty-five significant figures, the first exact solution of twelve-tone equal temperament anywhere, half a century before Mersenne's 1636 account. He presented the work to the Wanli emperor in 1606. The Ministry of Rites deliberated and did nothing.

Suppose the court had adopted it. Most likely nothing would have changed musically — the binding constraint was elsewhere. Equal temperament took hold in Europe because hardware forced it: a harpsichord has twelve keys per octave, modulation inevitably goes sour, and a tuner had to decide daily which key would sound worst. The pain settled every day. China's lead instruments — qin, dizi, sheng — are retuned per piece; no one was hurting on a daily cycle. Zhu solved the Ministry's problem; Europe solved the keyboard's. A ministry can defer; a keyboard cannot. The live dispute is transmission: Needham suspected the method travelled west via missionaries to Mersenne, but there is no direct evidence, and most scholars now read the two as independent discoveries.

Someone on the team writes up the right design, but no role in the organization is hurt by the problem every day — so the design stays in the doc. Standards fights are rarely won on correctness; they are won on whose pain is sharper.

Correctness does not produce adoption. Constraint does.

In Village Bells (1994) Alain Corbin reconstructs something now hard to picture: in the nineteenth-century French countryside the church bell was the only public broadcast system there was. The hour, fire alarms, death announcements (rung differently for men and women), summonses, weddings and funerals — all of it. The range at which the bell could be heard was the community's real boundary. Nor was the bell church decoration; it was village property, cast with its donors' names, given a baptismal name and godparents.

Between 1791 and 1794 the revolutionary government ordered bells melted for cannon and coin, and in 1793 required each church to keep only one. Resistance far exceeded expectations — and the resisters were not necessarily devout. What they defended was their own village's bell. For more than half a century afterward, French villages litigated over bells, on a question of great concreteness: does the mayor hold the key, or the curé? The municipal law of 1884 finally assigned the bell's secular uses to the mayor. In the countryside, separation of church and state was not an abstract principle. It was the custody of a set of keys.

What if the government had taken the cannon metal and left the bells? Dechristianization in the villages would have advanced more slowly — and provoked far less durable resistance. That is the turn: seizing the bells converted an abstract ideological quarrel into a daily, audible conflict. Central power became, for the first time, something you could hear. The inference stays inside the period's constraints: rural literacy was low, decrees and newspapers did not reach, and the bell was the only high-frequency point of contact. The disagreement is over causal weight — Corbin stresses the autonomy of the auditory community, while the dechristianization scholarship in Michel Vovelle's line weights regional and economic structure more heavily.

Replace an organization's underlying architecture and nobody riots; change who is allowed to @-mention everyone and the place goes up in flames. A perceptible interface provokes more resistance than imperceptible power — it reminds you every day that it changed.

Control over "who can make a sound everyone hears" is control over the boundary of the community.

Three Minutes Was Not an Aesthetic. It Was a Diameter.Gauhar Jaan in Calcutta · November 1902

Edison demonstrated the tinfoil phonograph in late 1877 and listed ten uses for it in the North American Review the following year. Letter dictation came first; music came fourth. He was building office equipment. What turned it into a music machine was Berliner's 1887 disc: stampable masters, mass reproduction. The disc also brought a specification nobody ever voted on — the ten-inch 78, roughly three minutes.

In November 1902 Fred Gaisberg of the Gramophone Company carried his equipment to Calcutta and recorded the singer Gauhar Jaan. A khyal in Hindustani classical music typically unfolds over an hour or two; she had to compress it into three minutes, cutting the improvised expansion and keeping the skeleton. At the end of each take she called into the horn, "My name is Gauhar Jaan!" — masters were identified by voice announcement. The same recordists went on to Shanghai and Tokyo. Over the following decades, live Hindustani practice was reshaped by those three-minute discs in reverse: students learned from records, and what they learned was the trimmed version.

What if the earliest medium had been long-form? No imagination required: when the LP arrived in 1948 with twenty-odd minutes a side, complete-movement classical recording returned at once. Form tracks the constraint as soon as the constraint loosens. Conversely, the three-minute pop structure and the compressed classical take were products of a physical diameter. Mark Katz calls this the "phonograph effect" in Capturing Sound (2004), arguing that the spread of continuous violin vibrato owed something to recording — early equipment exaggerated intonation flaws, and vibrato masked them. Critics reply that vibrato has an independent aesthetic lineage.

Short-video length caps reshaped narrative pacing; context-window size reshapes how people ask questions and decompose tasks. A generation on, both will read as "the way it was always meant to be."

Noise complaints in 1920s New York rose sharply while legislation kept failing: courts could not adjudicate a subjective claim like "too loud," and ordinances fell for want of a standard. Emily Thompson's The Soundscape of Modernity (2002) traces how the deadlock broke.

In 1929 New York's health commissioner Shirley Wynne convened a Noise Abatement Commission, borrowed a portable sound-level meter from Bell Labs, mounted it in a truck and drove the measurement points of the city. The 1930 report City Noise put a number on urban noise for the first time. The finding was unexpected: the loudest source was not industry but traffic — car horns and the subway. The commission dissolved in 1932 when Depression funding ran out, and the real reduction in noise came not from ordinance but from the commercialization of absorptive materials and architectural acoustics. That is Thompson's central claim: modern listening culture produced an interior sound that is reverberation-free and engineered — sound ceased to be a property of space and became an adjustable signal.

What if no one had quantified it? The preceding decade of failed legislation answers that: governance simply cannot enter. Measurement really was the precondition. The cost is equally clear — only distress expressible in decibels made it into law. Low-frequency vibration, intermittency and psychological annoyance stayed off the agenda for decades, partly corrected only when the EU's 2002 Environmental Noise Directive introduced weighted indicators such as Lden. The scholarly dispute concerns Thompson's technological determinism: critics argue she underweights class — the first people to complain about noise tend to be those who can choose where they live.

DAU as a proxy for product health, p99 as a proxy for service quality: once the metric is fixed, pain outside the metric effectively does not exist inside the organization — not because nobody cares, but because there is no language in which to file it.

Measurement is the precondition for governance — and the beginning of omission.

Going Deeper

Are Zhu Zaiyu's "right but unused" and New York's "measured, therefore governable" two faces of one rule?
Yes. Measurement by itself produces no action; action comes from someone being persistently stuck on the quantity. New York's legislators were struck down by the courts again and again, so the decibel was seized the moment it existed. The Ministry of Rites had no corresponding sore spot, and the ratio became a handsome archive. To judge whether a proposal will land, find who bears the recurring pain — and if nobody does, first build a reproducible failure case.
Where did the excluded sound go in each case?
It did not disappear; it lost the language in which to file a claim. The neighborhood information carried by bells passed to gazettes and the post, but "hearing it at the same moment" never found a substitute; the improvised expansion of khyal retreated to live performance; low-frequency vibration waited seventy years for a metric to recognize it. The common thread: what gets excluded is usually the hardest to quantify — and the hardest to fake.
From a complex-systems view, why does a hard constraint like the three-minute disc shape behavior more than incentives do?
Incentives act on choices; constraints act on the choice set. Change incentives and behavior drifts inside the same space. Change constraints and the feasible region is redrawn — given time, preferences adapt too, and the second generation of practitioners no longer knows other options existed. Which is why, when designing a system, the question is not "what do we encourage" but "what do we make impossible."
Over the long wave, sound moved from being a property of space to being a signal. Is that reversible?
Locally, at a price. Architectural acoustics reintroducing controllable reverberation, immersive audio restoring a sense of space — both are deliberate repurchases of a property engineering stripped out. But what you buy back is a manufactured spatiality, not space itself. What is genuinely irreversible is the listener: a generation raised on reverberation-free headphone sound treats clean, centered and undecaying as the baseline, and hears real rooms as noisy. Technology usually changes not the object but the line against which we judge it.
